DUE DECEMBER 2, 2016: Request for Proposals – Laboratory Information Management System (LIMS)

The San Antonio River Authority (RIVER AUTHORITY) Regional Environmental Laboratory (THE RIVER AUTHORITY REL) provides environmental analytical testing services to a variety of internal and external clients. The laboratory is accredited
through the Texas Commission on Environmental Quality and is assessed against the provisions of the 2009 TNI (The NELAC Institute) NELAP (National Environmental Laboratory Accreditation Program) standards. The laboratory processes more than 7,000 samples per year for a variety of tests with capabilities in the areas of bacteria, chemistry, nutrients, anions, metals, and bacterial source tracking in the following matrices: drinking water, non-potable water, and solid and chemical materials. THE RIVER AUTHORITY REL has a variety of support equipment and state of the art instrumentation such as ion chromatographs, inductively coupled plasma optical emission spectrometer and mass spectrometer, spectrophotometers, discrete analyzers, and qualitative polymerase chain reaction.

THE RIVER AUTHORITY REL provides testing services to public drinking water system in support of monitoring  requirements under the Total Coliform Rule and the Lead and Copper Program; wastewater treatment plant discharges for the National Pollution Elimination Discharge System Program; and numerous agency-funded or supported
monitoring programs operating under Quality Assurance Project Plans. The RIVER AUTHORITY REL also provides testing services to municipalities, utilities, water purveyors, and the general public. The majority of testing services provided by THE
RIVER AUTHORITY REL is in support of RIVER AUTHORITY monitoring projects and efforts to protect and enhance our creeks and rivers through science-based influences and decision making. Data generated by THE RIVER AUTHORITY REL is currently stored in a Laboratory Information Management System (LIMS) and reported in a variety of formats and used in water quality web viewers. Data captured and stored in the LIMS in not only limited to water quality, THE RIVER AUTHORITY also currently captures and stores in LIMS aquatic habitat, fish community, mussel, riparian, and other non-water quality type data.

The current Laboratory Information Management System (LIMS) does not provide all the functionality needed by THE RIVER AUTHORITY. Since this LIMS was implemented, THE RIVER AUTHORITY REL has expanded its service offerings as well. As a result, THE RIVER AUTHORITY plans to replace its current LIMS.

The purpose of the RFP is to obtain a Laboratory Information Management System that functions efficiently and effectively for an environmental laboratory.
