“The Laboratories and Scientific Services (LSS), on behalf of Operations Support (OS), U.S. Customs and Border Protection (CBP), U.S. Department of Homeland Security (DHS) is conducting market research to assess industry’s ability to provide CBP with a suitable Laboratory Information Management Systems (LIMS) to meet the agency’s preliminarily identified requirements.”

“CBP is conducting market research to gain a greater understanding of the industry’s ability to provide a commercial off-the-shelf (COTS) LIMS to support CBP/OS/LSS operations. LSS is in search of a customizable and flexible LIMS that will provide the capability to process cases of various sample types (e.g. trade enforcement (any commodity) and Forensics (narcotics, latent print examinations, digital forensics, and narcotics reachback)). LSS is in search of a system that meets DHS’s system security requirements — web-based, user friendly, flexible, customizable and can manage information for all types of LSS work. The system must be able to interface with other CBP systems to facilitate integration of LSS data to inform intelligence and operational activities in order to enhance CBP’s strategic and operational awareness of new and emerging threats. The system must also be able to integrate legacy data. A new, modernized information technology system will enable CBP to reach its strategic goal of the Modernize Information Technology requirement of a 5-year lifecycle for IT systems. This RFI’s purpose is to obtain market information on viable sources capable of meeting one or more of the required capabilities, industry practices, answers to specific questions, and industry comments.”
