Purpose And Background
The Washington State Department of Health (DOH), Epidemiology, Division of Health Statistics and Public Health Laboratories (EHSPHL), Public Health Laboratory (PHL) is soliciting proposals for the procurement, installation, training and ongoing maintenance of a Laboratory Information Management System (LIMS).

Objective
DOH is soliciting bids to provide a network based n-tier client-server laboratory information management system (LIMS) for the Washington State Department of Health, Public Health Laboratory.  To allow accurate specimen processing, order entry, results processing, results verification, and reporting for all testing performed at PHL.

Phase I of this project, the subject of this RFP, is to acquire the software necessary to achieve the goal above, implement the software in three areas within PHL; Office of Microbiology, Environmental Laboratory Services Office, and Central Accessioning, and provide ongoing maintenance and support of the software system.

The Vendor selected as a result of the Request for Proposal (RFP) will  furnish an operational “commercial off the shelf” LIMS software system, implement the system initially into three areas (Accessioning, Tuberculosis laboratory, and Water Chemistry laboratory) within PHL, and provide ongoing support and maintenance of the system.      This system is to be an existing commercial off the shelf LIMS system that has been successfully implemented and is currently operational in at least one other Public Health Laboratory in the United States.

The bidder is asked to propose;

    1.      Project management and expertise information
    2.      Cost of the LIMS system software (acquisition cost and any applicable licensing fees)
    3.      Cost and plan for implementing the system into the three areas noted above
    4.      Cost of ongoing maintenance of the system.

The new system will support the following goals and objectives:

  • Replace existing systems, there are some systems that will require integration not replacement,  within PHL: Accessioning, Microbiology Laboratory, Environmental Laboratory.
  • Meet the technical and business requirements specified in Appendix C which can obtained as specified below
  • Achieve an improved level of performance attained by the current data management systems
  • Meet the PHIN/NEDSS technical standards as specified by CDC, specifically
      • o       HL-7 version 2.x
        o       LOINC
        o       SNOMED
        o       PHIN MS
        o       Open Architecture design

Minimum Qualifications
In order for a bidder’s proposal to be considered responsive, the bidder must meet the following minimum qualifications:

  • Vendor must currently be licensed to do business in the State of Washington or obtain a Washington business license prior to contract execution.
  • The Vendor must have the proposed Laboratory Information Management System (LIMS) currently installed and operating in at least one other Public Health Laboratory in the United States.
  • The Vendor must be financially stable, as evidenced by a minimum of five years in business and by submitting the most current year’s financial statements (P&L and Balance sheet) with the Letter of Submittal.

Proposals demonstrating less than this minimum will be considered non-responsive and will be rejected.
