The Louisiana Department of Health and Hospitals (DHH), Office of Public Health (OPH), gives public notice that it is requesting proposals from interested, qualified persons or firms for the following project: “Request For Proposal to Contract for a Laboratory Information Management System (LIMS)”.

General Description of Services Desired

Provide a comprehensive LIMS for the Central Laboratory in New Orleans and regional laboratories in Amite, Lake Charles, and Shreveport. The LIMS must be specifically designed for laboratories that analyze both clinical and environmental samples. It must be capable of electronic test ordering and results reporting. The software must conform to the 2003 certificate revisions of the Health Information Portability and Accountability Act (HIPAA), and be compliant with the Public Health Information Network (PHIN) standards established by the Centers for Disease Control and Prevention (CDC). The LIMS must be capable of automating and streamlining the ordering, receiving and accessioning of samples; documenting and tracking quality control data and quality assurance activities; interpreting and reporting test results; and billing clients for services.

Proposals are to be sent or delivered to DHH/OPH Central Laboratory, 325 Loyola Avenue, Room 403, New Orleans, LA 70112; Attn: Dr. Arthur F. Hagar.

 

Proposals must be received no later than 4:30 p.m. (Central Time), March 21, 2005. Proposals received after this time and date will not be considered. Proposals will be evaluated according to the criteria defined in the RFP, and all proposers will be notified by mail of any contract awarded after such evaluations, within thirty (30) days after the closing date. Beginning date of services is April 15, 2005.
