Request for Proposals: DNA Testing to Achieve DNA Profile and Forensic Genetic Genealogy Research for Unknown Human Remains

“The State of Tennessee, TENNESSEE BUREAU OF INVESTIGATION, hereinafter referred to as “the State,” issues this Request for Proposals (RFP) to define minimum contract requirements; solicit responses; detail response requirements; and, outline the State’s process for evaluating responses and selecting a contractor to provide the needed goods or services.”

“The ability to test historic DNA samples involved in cold case investigations may be a determinative factor in successfully resolving these cases. Currently, TBI utilizes the GlobalFiler PCR Amplification Kit for autosomal DNA typing. This amplification kit recommends an input quantity of 500 picograms to 1 nanogram of DNA. Compromised or degraded samples may require several times that input quantity of DNA to develop a usable (comparable) profile. If a DNA sample is severely degraded, a usable (comparable) profile may not be attainable at all using the GlobalFiler PCR Amplification kit. Through research, TBI Special Agents have determined that much of the items of evidence from cold case homicides dates from 1949 and may be degraded or a low quantity of available DNA for testing. It was concluded that the use of an outsourced forensic laboratory that offers in-house genome sequencing DNA testing and forensic genetic genealogy research would be necessary when attempting to test these old items of evidence.”
