Request for Proposals: Laboratory Information Management System (LIMS) for the Georgia Department of Public Health

“Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (“eRFP”) is being issued to establish a contract with a qualified supplier who will provide Laboratory Information Management Systems (LIMS) to the Georgia Department of Public Health. (hereinafter, “the State Entity” or “DPH”) as further described in this eRFP.

The State Entity is currently accepting proposals for a comprehensive solution for a Commercial Off the Shelf (COTS) Cloud-Hosted LIMS to support DPH’s laboratories whose primary focus is providing a wide range of screening, diagnostic and reference laboratory services to the citizens of Georgia. The ideal LIMS solution will be purpose built for instrument interfaces, specimen processing, testing, reporting and quality control. Implementation is expected to occur within 12 months.

As part of this procurement, the State Entity is planning for LIMS to be hosted at Georgia Technology Authority’s North Atlanta Data Center (GTA NADC). However, DPH is also considering private or public cloud-based hosting options as long as they meet the security requirements detailed within this solicitation.

The data contained in the LIMS System is highly sensitive data, and as such, it is DPH’s requirement that Bidders propose a solution that meets the security requirements under Health Insurance Portability and Accountability (HIPPA) and Clinical Laboratory Improvement Amendments (CLIA). Additionally, for this solution, the servers and the data must be located in the continental United States.”
