“The [Maine] Department of Agriculture, Conservation and Forestry (Department) is seeking proposals to provide laboratory services to analyze samples of industrial hemp foliage/flowers to determine the total delta-9-THC as a percent of dry weight as defined in this Request for Proposals (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the Provider(s) will be selected and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder(s).
This service is needed to ensure that Cannabis sativa L. produced by licensed industrial hemp growers does not contain more than 0.3% delta-9-THC. The THC limit is found in both state and federal law. Without this confirmation, an industrial hemp grower cannot legally harvest the crop produced. If the Cannabis sativa L. is found to contain more than the allowed level of THC the grower must destroy the crop at their own expense.”
