"Federal Highway Administration (FHWA) is an agency of the U.S. Department of Transportation, a cabinet-level organization of the Executive Branch of the U.S. Government. FHWA is charged with the broad responsibility of ensuring that America’s roads and highways continue to be the safest and most technologically up-to-date. Federal Lands Highways (FLH) provides program stewardship and transportation engineering services for planning, design, construction, and rehabilitation of the highways and bridges that provide access to and through federally owned lands.
FLH has three material laboratory offices, located in Sevierville, TN, Lakewood, CO, and Vancouver, WA. Each materials laboratory performs construction materials testing. Commonly tested highway construction materials include soils, aggregates, asphalt, concrete, steel, coatings, paint etc. Examples of commonly referenced test method providers include American Association of State Highway and Transportation Officials (AASHTO) and American Society for Testing and Materials (ASTM) International.
The objective of this requirement is to support FLH operations by procuring a laboratory information management system (LIMS) which will integrate the current ad-hoc system and Excel-spreadsheet operations and provide for efficient, consistent and effective delivery of laboratory services to standardize and improve the operations and capabilities of all FLH laboratories."
