Request for Responses: Laboratory Information Management System (LIMS) for the Bureau of Infectious Disease and Laboratory Sciences at the Massachusetts Department of Public Health

“The Commonwealth of Massachusetts Department of Public Health (DPH), Bureau of Infectious Disease and Laboratory Sciences (BIDLS), is seeking proposals from qualified bidders for a unified Laboratory Information Management System (LIMS) in the Massachusetts State Public Health Laboratory (MA SPHL) that will replace existing multiple LIMS (the unified LIMS BIDLS is seeking with hereinafter be referred to referred to as MassLIMS). MassLIMS shall adhere to all applicable law and best practices, including but not necessarily limited to, the Health Insurance Portability and Accountability Act (HIPAA), the Clinical Laboratory Improvement Amendments (CLIA), the College of American Pathologists (CAP), and ISO -17025:2017(E). MassLIMS shall meet all requirements of any Contract resulting from this RFR, including the terms of this RFR including but not limited to the ability to:: 1) report data related to individual patients in a clinical setting (case-centric) as described in the definition of a laboratory information system (LIS); and 2) report data related to environmental, or reference level testing in batched work flows as described in the definition of a laboratory information management system (LIMS). As such, the proposed MassLIMS functionality sought must be flexible enough to accommodate a public health laboratory setting that includes both clinical and reference/forensic level testing services and contributes to the goals of the Centers for Disease Control and Prevention’s (CDC) Data Modernization Initiative (DMI) to create integrated, real-time public health data and surveillance that can protect against health threats.”
