"In spring 2019, the Office of the National Coordinator for Health IT (ONC) at HHS proposed wide-ranging policies detailing a new legal prohibition on “information blocking,” which aim to encourage greater information sharing and interoperability across healthcare stakeholders, including providers, developers of health IT, health information networks and exchanges. While the proposed rule primarily focuses on enabling data sharing, there are two major exceptions for privacy and security—and healthcare organizations will need to understand how to balance these competing interests.
