The LIMS RFP process is apparently the one of the most clever mechanisms I have seen to date for getting something for nothing. Is there really such a thing? Some folks are giving a good impression of it.
The purpose of this Request for Proposal (RFP) and any resulting vendor contract award is to procure a turnkey solution that incorporates a Commercial-Off-The Shelf (COTS) Laboratory Information Management System (LIMS) to improve the quality and efficiency of The North Carolina State Bureau Of Investigation’s (SBI) forensic laboratory operations. It is expected that a chosen solution will require a degree of customization, integration, and support services that are to be provided by the selected vendor. Some of the services that will be required will include installation, configuration, customization, training, analytical instrument interfacing, data conversion and/or migration, configuration management, implementation planning, deployment consulting, and documentation development.
The purpose of this Invitation to Negotiate (ITN) is to implement a Laboratory Information Management System and related modules, perform data conversion, and provide training, ongoing assistance, and software support for the Florida Department of Health, Bureau of Laboratories (BOL).
