“The Naval Surface Warfare Center Dahlgren Division (NSWCDD) requires a laboratory accredited in accordance with the Department of Defense (DoD) Environmental Laboratory Accreditation Program (ELAP). DoD ELAP ensures laboratories performing analyses meet a minimum quality standard. In addition, the laboratory shall be certified by the state of Virginia, under the Virginia Environmental Laboratory Accreditation Program (VELAP) and the state in which it is located (if that state has such a certification program) to perform chemical analysis. Loss of state or federal certification or failure to correct deficiencies when given notice by the state or EPA shall be sufficient reason for termination of the contract. In accordance with the requirements herein, the Contractor shall be responsible for all aspects of this effort and shall furnish all necessary services, materials, labor, and supplies not otherwise indicated to be furnished by the Government.”
