The State Water Resources Control Board, Central Valley Regional Water Quality Control Board, Fresno office, invites you to submit a completed Invitation for Bid (IFB) package to provide Laboratory Analytical services for general parameters, nutrients, particle size, pathogens, inorganic, organic chemicals, petroleum chemicals, metals, general minerals and sieve analyses of water, wastewater, sludge, sediment, soil samples and related services as detailed in this IFB and attached sample agreement. Contractor will provide all labor, materials, supplies, equipment, and any and all services as required to perform the work as set forth in this IFB and attached sample agreement. During the term of the Agreement, the Central Valley Water Board may request consultation from the selected bidder on issues related to the laboratory including but not limited to, assistance in selecting appropriate analyses, interpreting analytical results, chemical properties and proper handling techniques.
Bidder and any subcontractor(s) performing analyses must be certified by the Department of Health Services (DHS) to perform hazardous waste analyses for all applicable analyses and must submit a copy of the certification(s) with their Bid Response Package. Analyses and determinations must be performed by qualified personnel in conformance with the DHS or United States Environmental Protection Agency (USEPA) approved test procedures described in the current Code of Federal Regulations (CFR), Title 40, Part 136; USEPA publication SW 846 entitled “Test Methods for Evaluating Solid Waste, Physical/Chemical Methods;” or CFR, Title 22, Article 11, as appropriate. The test procedures may be modified subject to the application and approval of alternate test procedures under the CFR, Title 40, Parts 136.4 and 136.5.
The selected bidder’s laboratory must maintain a quality assurance/quality control (QA/QC) program, which is consistent with the guidelines specified by the DHS laboratory accreditation program.
