The State Water Resources Control Board (State Water Board), Central Valley Regional Water Quality Control Board, Redding office (Central Valley Water Board), invites you to submit a completed Invitation for Bid (IFB) to provide laboratory analyses services for aquatic toxicity testing of water and wastewater samples and organic chemicals, metals, minerals, bacteria, and nutrient analysis of water, wastewater, sediment, soil samples, and related services as detailed in this IFB and attached sample agreement. The successful bidder will provide all labor, materials, supplies, equipment and any and all services as required to perform the work as described in this IFB and attached sample agreement. During the term of the agreement, the Central Valley Water Board, may request consultation from the selected bidder on issues related to the laboratory including but not limited to assistance in selecting appropriate analyses, interpreting analytical results, chemical properties, proper handling techniques.
Bidders and any subcontractors identified by the bidder who will be performing analyses must be certified by the Department of Health Services (DHS) to perform aquatic toxicity testing, Field of Testing Number 8, hazardous waste, drinking water, and wastewater analyses and for all analyses identified in the Attachment 3B, “Costs Tables”, as applicable. A copy of these bidder and subcontractor (s) certification(s) must be submitted with the bid response package.
The Contractor’s laboratory and any subcontracting laboratories shall maintain a quality assurance/quality control (QA/QC) program, which meets or exceeds the standards specified by the DHS¬ Environmental Laboratory Accreditation Program (ELAP) and USEPA Quality Assurance Manual Specifications (QAMS). The Central Valley Water Board Contract Manager may request at any time a copy of the laboratory’s QA/QC program manual for review, to be provided by the Contractor. In addition, an analytical quality control program, in conformance with the procedures contained in manuals approved and published by the USEPA, shall be in effect at the Contractor’s or subcontractor’s laboratory and shall be verified on request by the Central Valley Water Board Contract Manager.
