| The Office of State Publishing (OSP) at 344 No. 7th St, Sacto, CA, uses untreated well water to cool the major production areas inside the facility. The well is located on OSP property within a few hundred feet of the main building. The pumped water passes through heat-exchange coils inside the facility and discharges to a storm water/cooling water collection sump. The sump water is pumped offsite to an outfall along the American River (see attached location map). This discharge is regulated by the federal clean water act, and OSP is required to maintain an applicable permit under the national pollution discharge elimination system (NPDES). The NPDES permit requires OSP to meet various standards of water quality through direct measurement and laboratory analysis of collected samples.
The selected contractor shall collect water samples from the OSP well, from the outfall at the American River, and up and down stream from the American River outfall. The selected contractor shall perform field measurements and observations, and shall perform laboratory analysis of water samples as specified. |
