1.      This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in UNDB online on August 7th 2013

 

2.      The Government of Kenya has received financing in the amount of USD 23.5million as credit from the International Development Association toward the cost of East Africa Public Health Laboratory Networking Project and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB No. MOH/DDPC/EAPHLN/WB/003/LIMS/2013-2014. For the Supply, installation, training and commissioning of laboratory information system at its selected satellite sites of Malindi, Wajir, Machakos, Kitale and Busia.

 

3.      The Ministry of Health serves as the implementing agency for the project and now invites sealed bids from eligible Bidders from qualified Laboratory Information Systems software providers to Supply, Install, train personnel and commission a Laboratory Information Management System at five selected laboratory sites (Malindi, Busia, Machakos, Kitale and Wajir) in Kenya. The solution should provide a cost-effective LIMS that can be maintained reliably in a timely manner and should be one that can be sustained in a limited resource setting. The expected duration of this assignment is a maximum of 30 weeks. Bidders will also be required to specify the nature and terms of the technical support they intend to provide, in addition to any peripheral equipment.

 

4.      Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004 and revised October 1 2006 and May 2010 and is open to all Bidders eligible as defined in these Guidelines that meet the following minimum qualification criteria;

 

·        Software proposed must be physically available, working and installed in at least one laboratory within Africa. Contacts for this installation must be provided.

·        Extensive knowledge and experience in deployment of application software with a bias to Laboratory Information Systems .Resumes of key technical staff must be provided.

·        Proof of deployment, management and maintenance of Laboratory Information Systems in at least two sites, preferably within Africa.

6.      A complete set of bidding documents in English may be downloaded from the site: http://www.eaphln-ecsahc.org/kenya/?page_id=247 .The downloadable version of the bidding documents, and any addenda to it, will be the binding one. As an alternative, a hard copy set of the bidding documents may be purchased by interested Bidders upon payment of a nonrefundable fee of Ksh. 3,000 or in any convertible currency. For both options, bidders shall be required to pay this fee.

 

Payment should be made in cash or banker’s cheque in favour of The Principal Secretary, Ministry of Health at the Department of Disease Prevention & Control’s EAPHLN Project Coordinating Unit [PCU] offices situated on Kenyatta National Hospital Grounds next to NASCOP, Monday to Friday during office hours between 8:00am to 5:00pm but excluding lunch hours (1:00pm – 2:00pm)

 

7.      Bids must be delivered to the address below not later than 11.00 am on 5th September 2013. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be opened in public immediately thereafter and in the presence of bidders or their representatives who may choose to attend at the NASCOP Board Room, Nairobi.

 

8.      Bids must be accompanied by a bid security denominated in the currency of the bid or in another freely convertible currency, and shall be in a form of a bank guarantee. The bid security should not be less than 2% of the bid price.

 

9.      The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
