Bid Description:
On April 29, 1998 the Vermont State Legislature passed the State DNA Database and State Data Bank Law requiring DNA samples to be collected and profiled from individuals convicted of specified violent crimes. After collection and profiling, the sample profiles will be stored in the COmbined DNA Index System (CODIS) and available to all CODIS laboratories nationwide. The collected profiles will assist in the investigation of future violent crimes in which DNA evidence is obtained. The Vermont Forensic Laboratory (VFL), in conjunction with the Department of Corrections (DOC), collects approximately 450 samples per year. The VFL does not have the capability to profile these samples in-house. As a result the department and the legislature has provided funds to enable the VFL to out source at least a years’ worth of samples as soon as possible. The VFL will outsource 500 blood samples with an option of an undetermined number of buccal samples on FTA paper. The VFL will oversee the contract with an outside laboratory to ensure this goal.
