Job Responsibilities

The OPHI Data Analyst will bring considerable technical skill and knowledge of data analytic techniques to bear on a broad range of information problems facing the department. The OPHI Data Analyst will develop and implement data analysis strategies with a focus on analysis automations that help ensure that the right data are made available for analysis to the right people within the DPH organization. The OPHI Data Analyst will assist in determining the appropriate methods to employ in analyzing data and collaborate across program areas to develop meaningful, actionable data products. The OPHI Data Analyst will contribute to the development and implementation of its analytics platform, including any future platforms, and work to engage users across the department with its self-service business intelligence tools.

Primary Duties:
• Research and develop statistical learning models for data analysis.
• Collaborate across DPH departments to understand organizational needs and devise possible solutions.
• Keep up to date with latest technology trends.
• Communicate results and ideas to key decision makers.
• Implement new statistical or other mathematical methodologies as needed for specific models or analysis.
• Optimize joint development efforts through appropriate database use, project design, and business process flows.

 

Minimum Qualifications

Bachelor’s degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, or closely related field AND five (5) years of professional experience in a comprehensive health program with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards;

OR 

Master’s degree from an accredited graduate school with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics, or a related field AND three (3) years of experience in informatics including experience in conducting and/or supporting informatics projects including scientific investigations or data management;

OR

• 5+ years’ practical experience with R, Python, GIS, Oracle, data processing, database programming and data analytics.
• 3+ years’ experience in geospatial databases (GDB) and ArcGIS pro.
• ETL experience utilizing python in combination with SQL.
• Extensive background in data mining and statistical analysis.
• Able to understand various data structures and common methods in data transformation.
• Excellent pattern recognition and predictive modeling skills.

Preferred Skills and Experience:
• Perform various analytic functions which may include business, workflow, and/or statistical analysis.
• Interpret and evaluate information to analyze, summarize, and prepare reports.
• Be familiar with a variety of database management and reporting applications, particularly those relevant for the program in which the position will reside.
• Strong oral and written communication skills, including experience in grant and manuscript preparation.
• Understanding of REST APIs and web programming.
• Knowledge of Python unit testing concepts.
• Experience creating geoprocessing tools (.PYT or script tools) with Python.
• Experience installing and managing Python packages and environments using Conda.
• Knowledge of data analysis and scientific libraries such as Pandas, NumPy and SciPy.
