PROJECT TITLE:    LABORATORY TESTING SERVICES LOCATION:    SACRAMENTO DISTRICT

DESCRIPTION:    Contractor to provide all labor, transportation, materials, equipment and supervision needed to perform soil, rock, concrete, asphalt, and aggregate tests as req uired, with complete compliance and adherence to the applicable referenced test procedure. All tests and analyses specified in the appropriate reference shall be strictly performed and reported as indicated.    Any deviations shall be coordinated with the Geotechnical Branch, Sacramento District, U.S. Army Corps of Engineers prior to the test being conducted.    The Contractors laboratory must be located within a one (1) hour response time of Sacramento, California.    An Indefinite Deliver/Indefinite Quantity co ntract with one Base Year and Two Option Years will be awarded.    The Base Year will be for a not-to-exceed dollar amount of 250,000.00.    Each option year will also have a dollar limit of $250,000.00.    The total amount of award, Base Year and two option yea rs, will not exceed $750,000.00

ORDERING SOLICITATION:    The solicitation for this project will be available on the Sacramento District Contracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil for downloading.    Any future amendments to the solicitation will also be avail able for download from this web site.    Requests for copies of this solicitation in any other format than what is advertised will be disregarded.    It is important that you first go to the Contracting Division page at http://ebs.spk.usace.army.mil  and register as a plan holder.    Click on (Sacramento/DACW05/DACA05 Solicitations (SPK) or San Francisco/DACW07 Solicitations (SPN)) this will take you to another page that shows all of the projects currently being advertised for the (Sacramento/San Francisco) Distri ct.    Look for the Solicitation/Request for Quote that you are interested in and click on it.    In order to receive notification of any amendments to the solicitation, you are required to register for the plan holders list.    Look for the blue bar that says, Solicitation Registration.    Right below is a red bar that says, Register for this Solicitation,    click on it.    The next page requires you to establish a user name and password.    If you have previously accessed the web page, you can gain access by entering your User Name and Password.    If this is your first time, establish a user name and password.    Keep the user name and password and share it with anyone else in your organization that is responsible for registering your firm on our plan holders lists.    With    our new s ystem, you only have to do the full registration one time.    Please complete all requested information.    The solicitation will be available for download on or about 24 February 2004.    To download the solicitation, you need to go to the Sacramento District C ontracting Divisions Internet Home Page at http://ebs.spk.usace.army.mil .    From there click on (Sacramento/DACW05/DACA05 Solicitations (SPK) or San Francisco/DACW07 Solicitations (SPN)).    You will be taken to a list of advertised solicitations and then fro m there, click on the desired Solicitation Number.    Along the bottom of the page, there is a bar that says Download/View Solicitation Files.    Select Specifications from the drop down box and press the red Go button.    This will take you to yet another page;    under the blue bar that reads Specifications, there is another section titled, File Name.    Click on the file name and the .pdf file will open via Adobe Acrobat.    All responsible small business sources may submit a bid, which will be considered by the agen cy.    Please note that all contractors and potential contractors must be registered with the Central Contractor Registration (CCR) Database, effective 31 May 1998.    For instructions on registering with the CCR, please see our Web Page.    Call 1-(888) 227-242 3 or go to http://www.ccr.gov  for more information.
