Dallas Water Pretreatment and Laboratory Services (PALS): This position oversees and directs the operation of the LIMS system and all computer applications that interface and interact with it. Duties include: developing, modifying and maintaining forms and interfaces for data entry into LIMS; creating specific report formats as per regulatory guidelines (Texas Commission on Environmental Quality (TCEQ), National Environmental Laboratory Accreditation Conference (NELAC) and Environmental Protection Agency (EPA)); and ensuring that staffs follow all QA/QC procedures with regard to data analysis, data evaluation, data transfer, and LIMS operations. Occasional duties are: providing training to new and current employees as needed; coordinating with City ITS personnel, vendors and/or chemists to perform programming in LIMS project management tools; creating and maintaining parsers to allow electronic transfer of data from instruments to the LIMS; and overseeing sample control procedures, generation of electronic deliverables, storage of hard copy and electronic records. Position will also troubleshoot all aspects of the LIMS; develop, implement, and test disaster recovery procedures; implement electronic standard/reagent inventory program; applies vendor-supplied revisions and validates system after patches applied.
POSITION PURPOSE
Provide experienced programming for large, complex information systems projects addressing the needs of multiple departments or functions. Assist lower-level programmer/analysts in assigned projects.
ESSENTIAL FUNCTIONS
1. Works with representatives of user/client department to develop a needs assessment defining the capabilities and features required to solve business problems; prepares systems requirement and specification documents (or evaluates user-prepared documents) to improve system efficiency.
2. Writes and/or modifies programs and documentation, tests, debugs, and assists in teaching users how to use newly developed or refined software; customizes data entry screens and makes system more user friendly.
3. Evaluates systems and programs to determine if they comply with department standards and maximize processing efficiency.
4. Monitors "systems runs" of client departments to detect program problems and improve efficiency; schedules and monitors periodic processing.
5. Assists in evaluations and planning of software and hardware purchases to maintain and enhance the system; prepares cost analysis of maintenance or enhancement of existing programs.
6. Reviews the coding of lower-level programmer/analysts for accuracy, efficiency, and skill development; assists in training lower-level programmer/analysts in coding, testing, and debugging according to City standards.
Performs Depending on Location:
1. Maintains database to ensure programs run as efficiently as possible; maintains a local area network (LAN).
2. Ensures data is backed up and a disaster recovery plan is in effect to avoid the loss of data and to meet record-keeping requirements.
Working Conditions & Hazards:
– Work performed under normal office conditions.
– Exposed to prolonged viewing of a computer monitor and use of a keyboard.
– May be on call for technical problems.

EDUCATION:
- Bachelor’s degree in a computer science, engineering, or science related field.
EXPERIENCE:
- Three (3) years of experience with a Laboratory Information Management System (LIMS).
EQUIVALENCY(IES):

An associate degree in any field plus five (5) years of the required experience will meet the education and experience requirements.

A bachelor's degree or higher in a non-specified field plus five (5) years of the required experience will meet the education and experience requirements.
- A Master’s degree or higher in a stated field plus one (1) year of the required experience will meet the education and experience requirements.
PREFERENCE(S):
- Experience in a laboratory with knowledge of federal, state, and local requirements.

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
