United States Army Medical Research and Development Command (USAMRDC) Enterprise Information Technology Project Management Office (eIT PMO) “is responsible for providing medical information technology (IT) solutions to USAMRDC in accordance with Department of Defense (DoD), Army, and Defense Health Agency (DHA) Policies and Regulations and in compliance with FDA CFR 21, Part 11. The mission of the eIT PMO is to facilitate full coordination, planning, management, and execution of the project to ensure successful acquisition and sustainment of the required IT solutions.”

“This contract will provide direct acquisition/life cycle management support to the sub-portfolio level and below, while providing indirect support to the project level. This support includes but is not limited to” the Medical Research Information Management System (MeRITS) Sub-Portfolio, the Biodefense Laboratory Management System (BLMS), Shared Capabilities and Common Services (SCCS) Sub-Portfolio, and information assurance.

“The contractor(s) shall provide the expertise, technical knowledge, staff support, and other related resources as necessary. The RIC scope areas include:

• Scope Area 1 (to be awarded with ID/IQ): Life Cycle Planning and Support
• Scope Area 2: Laboratory Information Management System (LIMS)
• Scope Area 3: Clinical Operations Management System (COMS)
• Scope Area 4: Regulatory Operations Management System (ROMS)
• Scope Area 5: BioDefense Laboratory Management System (BLMS)
• Scope Area 6: Enterprise Document Management System (EDMS)
• Scope Area 7: Shared Capabilities and Common Service (SCCS)
• Scope Area 8: System Sustainment
• Scope Area 9: Information Assurance”
