“The Riverside County Department of Waste Resources (RCDWR) is seeking proposals from contractors qualified in providing laboratory analysis of water and soil samples collected within Riverside County. The samples are typically collected from various sanitary landfills, which are located within three Regional Water Quality Control Boards (Santa Ana, San Diego, and Colorado River Regions). RCDWR is responsible (mandated through various permitting agencies) for preparing reports that summarize monitoring procedures and analytical results. These reports are due promptly by their required submittal deadline (monthly, quarterly, semi-annually, and yearly) and must include accompanying laboratory analytical data. Numerous items such as bottle delivery schedules, sample pick-up coordination, data transfer from the laboratory to RCDWR, analytical response time, and RCDWR technical support all factor into RCDWR’s ability to meet the mandated requirements set by state and federal law. Currently, RCDWR regularly monitors landfills for groundwater, stormwater, leachate, and gas condensate quality. RCDWR staff performs all of the required sampling. Qualified bidders must read this document and respond with their qualifications as specified in this document. Bidders responding to this RFP should prepare proposals that address the items specified in the Proposal Requirements section of the RFP in sufficient detail such that RCDWR can evaluate the Bidder’s proposal with minimal questions. Therefore, the proposed scope of work should be detailed, lack ambiguities, and present any limitations to the scope anticipated by the Bidder. The incumbent laboratory that holds the current contract with RCDWR, through fiscal year 2022-23, is Pace Laboratories, Inc. For the fiscal year 2022-23, RCDWR has budgeted approximately $160,000 for laboratory services. RCDWR is issuing this RFP in order to comply with California Code of Regulations.”
