“The Oregon State Public Health Laboratory (“OSPHL”) houses the Northwest Regional Newborn Bloodspot Screening program (“NBS”), which screens infants from Oregon, New Mexico, the Navajo Nation, Guam, Saipan, and elsewhere, for over 40 serious medical conditions that require rapid intervention (authorized by ORS 433.285).

The OSPHL Communicable Disease Testing Program (“CD”) provides testing of importance to community health and epidemic response, including essential screening, diagnostic, and reference testing in general microbiology and virology/immunology (authorized by ORS 431.142, 431A.750, 433.012). LIMS is a business-critical need for both NBS and CD, allowing management of test orders and results, patient demographics, instrument interfaces, case management, and reporting metrics, and must comply with a host of state and federal requirements (including ORS 438.110; 42 USC 17935 [HITECH Act]; 42 CFR §493.1283; 42 CFR §160–164 [HIPAA]; 45 CFR §170–171 [21st Century Cures Act]).”
