Request for Proposals for a Web-based Laboratory Information Management System

The Alaska State Public Health Laboratories (ASPHL) is soliciting proposals to provide for the purchase and support of technical assistance in planning, developing, implementing and supporting a web-based Public Health Laboratory Information Management System (LIMS) to provide Alaska with a flexible, comprehensive, integrated database system that addresses the workflow and communication needs of the public health laboratory.

The process for responding to this RFP will be separated into two phases. The first phase will consist of a demonstration by potential vendors. Details regarding the demonstration are listed in Section 2.08. Only those potential vendors who receive at least 50 of the possible 60 points will then be eligible to continue on to the second phase of the RFP process which includes the submittal of a written response to the RFP.

*In order to submit a proposal in response to this RFP, potential proposers
must first meet the requirements outlined in section 2.08

To be considered for funding, those vendors who are eligible to submit a written proposal must submit the proposal by December 30, 2004.

A two hour pre-demonstration teleconference will be held at 10:00 AM AST, 4500 Boniface Parkway, Anchorage, Alaska on November 1, 2004, with the Alaska State Public Health Laboratories in Anchorage, Alaska. To participate, proposers will need to call 1-800-315-6338 and when prompted for a code, enter in 4606. The purpose of the teleconference is to discuss the feature set listed for the requested demonstration with the prospective offerors and allow them to ask questions concerning those features. Any known questions should be submitted to the procurement officer prior to the meeting so that they can be reviewed by the Alaska State Public Health Laboratories personnel. Questions and answers will be transcribed and sent to prospective offerors as soon as possible after the meeting.
