The Texas Department of Licensing & Regulation (TDLR) “is requesting proposals from laboratories to conduct testing and analysis of motor fuel samples. Motor fuel samples (samples) will be collected by TDLR and submitted to the Successful Respondent for testing and analysis in response to consumer complaints. Because samples are drawn on an “as-needed” basis in response to complaints, TDLR cannot guarantee the number of samples to be submitted per fiscal year. The Department estimates submitting between 300 – 400 motor fuel samples, but no more than 700 per fiscal year.

Respondents must demonstrate it has and will continue having during the term of any contract that may result from this solicitation, adequate resources, staffing, experience, and qualifications necessary to provide motor fuel testing and analysis services; comply with all related State and Federal laws, standards, and regulations; provide quality and cost-effective services; and maintain adequate records on the motor fuel samples analyzed. To ensure that TDLR inspections and investigations are fair and effective, testing and analysis must be accurate with results transmitted to the Department in a timely manner, as agreed between TDLR and the Successful Respondent.”
