Biopharma pipelines are inherently volatile. A program can surge forward after positive Phase 2 data, suddenly requiring specialized expertise, analytical capacity, process-development support, bioinformatics, validation resources, or regulated IT capabilities that permanent staff cannot provide at the necessary speed or scale.
The reverse is equally common. Programs may slow due to clinical results, regulatory requests, manufacturing delays, or portfolio reprioritization, requiring organizations to redirect people, budgets, and laboratory capacity.
