Already subject to an image CCI, Richard has text issues as well. In November 2011, he created two articles which were subsequently deleted under WP:CSD#G12: August Howard and Job Male. (See [1] for some specific issues with the text.) In December 2010, this issue had been highlight to him here after he added copyrighted content to Canada–Tonga relations. In 2006, he created an article ([2]) with content taken either from this book or this website. Accordingly, his other contributions need to be evaluated for compatibility with our copyright policies.

You seem to have completely misinterpreted this. The article was started by RAN on 7 Jan 2007 and RAN added lots of copyvio to it very early on. I wasn't able to conclusively determine whether the earliest content was copyvio, but the source may well have disappeared in the meantime. The pages was deleted after I listed it at Wikipedia:Copyright problems/2011 November 13 (see also this talk page section).
